Paul Dobias has served as President of the International Federation of Professional and Technical Engineers (IFPTE) Local 3 for over a decade. This local represents a bargaining unit of approximately 3500 engineers, scientists, and technicians at Naval Surface Warfare Center, Philadelphia Division
(NSWCPD); Norfolk Naval Shipyard, Naval Foundry and Propeller Center (NNSY-NFPC), and Norfolk Naval Shipyard, Inactive Ships (NNSY-INACTSHIPS).

Cathryn Barnett is a Logistician at the Naval Surface Warfare Center Philadelphia, supporting Code 317 (Logistics Product Readiness) as the ILS Product Support Manager  for Division 43 (Hull & Deck Machinery Systems)
